{"id":2588,"date":"2010-01-09T13:48:00","date_gmt":"2010-01-09T18:48:00","guid":{"rendered":"http:\/\/teamsters.ca\/2010\/01\/mise-a-jour-sur-lottawa-valley-railway\/"},"modified":"2019-06-27T20:39:49","modified_gmt":"2019-06-27T20:39:49","slug":"mise-a-jour-sur-lottawa-valley-railway","status":"publish","type":"post","link":"https:\/\/teamsters.ca\/fr\/blog\/2010\/01\/09\/mise-a-jour-sur-lottawa-valley-railway\/","title":{"rendered":"Mise \u00e0 jour sur l\u2019Ottawa Valley Railway"},"content":{"rendered":"<div align=\"justify\"> <em>Pembroke&nbsp; Daily Observer , Jeudi le 7 janvier 2010-01-11<\/em><\/div>\n<div align=\"justify\"><strong>A la recherche d&rsquo;une nouvelle compagnie de chemin de fer<\/strong><\/div>\n<div align=\"justify\">Par Tina Peplinskie<\/p>\n<p>Les lignes de chemin de fer entre Smiths Falls et Sudbury pourraient &ecirc;tre &eacute;limin&eacute;es &agrave; l&rsquo;int&eacute;rieur des deux prochaines ann&eacute;es si une tierce partie, un chemin de fer d&rsquo;int&eacute;r&ecirc;t local, ne d&eacute;cide de prendre la rel&egrave;ve.<\/p>\n<\/div>\n<div align=\"justify\">Le 18 d&eacute;cembre, Rail America Inc, annon&ccedil;ait la r&eacute;siliation de son bail avec Ottawa Valley Railway de la ligne d&eacute;tenue par le chemin de fer du Canadien Pacifique, entre Smith Falls et Sudbury, une distance d&rsquo;environ 483 kilom&egrave;tres.<\/div>\n<div align=\"justify\">L&rsquo;am&eacute;lioration croissante du rendement du r&eacute;seau central des rails du CP a &eacute;limin&eacute; le besoin d&rsquo;utiliser la route de l&rsquo;OVR, d&rsquo;apr&egrave;s une pr&eacute;sentation de Rick Poznikoff du bureau de Kamloops du Canadien Pacifique, qui&nbsp; se trouvait mercredi&nbsp; &agrave; Petawawa.<\/div>\n<div align=\"justify\">Maintenant que la d&eacute;cision de r&eacute;silier le bail a &eacute;t&eacute; prise, le CP doit proc&eacute;der &agrave;&nbsp; un nombre d&rsquo;&eacute;tapes avant de pouvoir prendre la d&eacute;cision de mettre fin &agrave; l&rsquo;exploitation de la ligne.&nbsp; L&rsquo;entreprise doit annoncer la disponibilit&eacute; de ligne, l&rsquo;offrir au gouvernement et, si personne ne d&eacute;montre un int&eacute;r&ecirc;t, la discontinuer.&nbsp; M&ecirc;me en repoussant chaque d&eacute;lai du proc&eacute;d&eacute; &agrave; son maximum, sans acheteur, les voies, la signalisation et toutes les facettes de l&rsquo;exploitation de la voie ferr&eacute;e seront &eacute;limin&eacute;es &agrave; l&rsquo;int&eacute;rieur d&rsquo;un an et demi ou de deux ans, r&eacute;pondait Mr. Poznikoff &agrave; une question de la maire de Asmaston-Bromley,&nbsp; Raye-Anne Briscoe.<\/div>\n<div align=\"justify\">La perte de ce lien de transport vital est un probl&egrave;me s&eacute;rieux qui touche les r&eacute;sidents du comt&eacute; de Renfrew et d&rsquo;au-del&agrave;, et&nbsp; inqui&egrave;te beaucoup le maire Sweet de Petawawa,&nbsp; pr&eacute;sident du comit&eacute; du d&eacute;veloppement et de l&rsquo;immobilier.<\/div>\n<div align=\"justify\">Sans transporteur &agrave; l&rsquo;a&eacute;roport&nbsp; r&eacute;gional de Pembroke, d&rsquo;autoroute &agrave; quatre voies et la perte possible des voies ferr&eacute;es, la r&eacute;gion de l&rsquo;Upper Ottawa Valley pourrait souffrir &eacute;norm&eacute;ment en ce qui touche le d&eacute;veloppement &eacute;conomique, d&eacute;clarait-il &agrave; pr&egrave;s de 40 &agrave; 50 personnes, dont plusieurs sont &agrave; la t&ecirc;te de conseils si&eacute;geant dans le comt&eacute; de Renfrew, lors d&rsquo;une s&eacute;ance d&rsquo;information tenue hier au centre civique de Petawawa.<\/p>\n<p>&lsquo;Ceci&nbsp; est un probl&egrave;me qui va au-del&agrave; des fronti&egrave;res et des municipalit&eacute;s&rsquo; d&eacute;clarait le maire Sweet. &lsquo; Nous devons rassembler autant de groupes&nbsp; possibles et nous efforcer &agrave;&nbsp; maintenir ce service.&nbsp; Il est tr&egrave;s d&eacute;cevant de croire que ce lien pourrait dispara&icirc;tre &agrave; tout jamais.&rsquo;<\/p>\n<\/div>\n<div align=\"justify\">La s&eacute;ance d&rsquo;information a permis &agrave; tous ceux qui ont des int&eacute;r&ecirc;ts, tel que les municipalit&eacute;s et les utilisateurs de la ligne du chemin de fer, de prendre connaissance de ce que cela repr&eacute;sente pour l&rsquo;avenir des transports ferroviaires de la r&eacute;gion.&nbsp; Kevin Hrysak, le g&eacute;rant des relations avec les m&eacute;dias et des affaires publiques pour l&rsquo;ouest canadien,&nbsp; s&rsquo;est joint &agrave; M. Poznikoff et ensemble vont participer &agrave; douze autre r&eacute;unions entre Smith Falls et West Nipissing&nbsp; pour offrir plus de renseignements et r&eacute;pondre aux questions.<\/div>\n<div align=\"justify\">M. Poznikoff a clarifi&eacute; que le CP n&rsquo;a pas l&rsquo;intention de reprendre l&rsquo;exploitation de&nbsp; cette section de la ligne.<\/div>\n<div align=\"justify\">James Allan de JDA Consulting &agrave; Metcalfe, Ont, et l&rsquo;ancien g&eacute;rant du Ottawa&nbsp; Central Railway, a dit de cette d&eacute;cision qu&rsquo;elle est un sacr&eacute; coup, mais a tout de m&ecirc;me encourag&eacute; tous ceux pr&eacute;sents, d&rsquo;y voir une occasion pour le d&eacute;veloppement &eacute;conomique tout le long de la ligne.<\/div>\n<div align=\"justify\">D&rsquo;apr&egrave;s lui une &eacute;tude de cas et de besoins doit &ecirc;tre compl&eacute;t&eacute;e pour en d&eacute;terminer la capacit&eacute;.&nbsp; Malgr&eacute; que le Ottawa Central Railway a commenc&eacute; &agrave; transporter&nbsp; 4000 wagons complets en 1998, il a chiffr&eacute; jusqu&rsquo;&agrave;&nbsp; 22,000 wagons pour&nbsp; se stabiliser vers l&rsquo;ann&eacute;e 2008, &agrave; pr&egrave;s de 16,000 wagons complets.<\/div>\n<div align=\"justify\">La cl&eacute; a &eacute;t&eacute; de travailler avec des clients qui n&rsquo;avaient transport&eacute; aucune marchandise par voie ferr&eacute;e depuis des ann&eacute;es, d&rsquo;en expliquer les&nbsp; b&eacute;n&eacute;fices et en soulignant&nbsp; les co&ucirc;ts r&eacute;duits comparativement au transport en camion.<\/div>\n<div align=\"justify\">&lsquo;A ce jour cette voie n&rsquo;a aucune valeur reconnue , et pour cette raison le CP se retire, mais un d&eacute;veloppement potentiel demeure une possibilit&eacute;&rsquo;&nbsp; a-t-il d&eacute;clar&eacute; suite &agrave; la r&eacute;union. <\/div>\n<div align=\"justify\">La cl&eacute; est d&rsquo;effectuer ce travail avant d&rsquo;enlever les rails, parce que si on les enl&egrave;ve, ils ne seront&nbsp; jamais remplac&eacute;s.<\/div>\n<div align=\"justify\">&lsquo;L&rsquo;essentiel est de laisser l&rsquo;acier implant&eacute; dans le sol&rsquo; ajoutait M. Allen.&nbsp; &lsquo;Auparavant nous avons trop rapidement proc&eacute;d&eacute; &agrave; l&rsquo;&eacute;limination des&nbsp; rails et nous ne voulons pas voir cela se produire ici.&rsquo;<\/div>\n<div align=\"justify\">La prochaine &eacute;tape est de convoquer &agrave; une r&eacute;union tous les dirigeants des municipalit&eacute;s qui longent&nbsp; la ligne&nbsp; du comt&eacute; de Lanark&nbsp; jusqu&rsquo;&agrave;&nbsp; North Bay;&nbsp; le directeur&nbsp; du comt&eacute; de Renfrew Don Rathwell va participer comme animateur.<\/div>\n<div align=\"justify\">Tima
