Cette catastrophe a radicalement chang\u00e9 la vie des familles, des amis et des coll\u00e8gues de travail ainsi que de notre organisation pour toujours.&nbsp;<\/p>\n\n\n\n<p>Ces membres des Teamsters ont p\u00e9ris lorsque leur train de c\u00e9r\u00e9ales de deux kilom\u00e8tres s\u2019est mis&nbsp;\u00e0 d\u00e9valer une pente pour finalement tomber&nbsp;\u00e0&nbsp;plus de 60 m\u00e8tres en bas d\u2019un pont apr\u00e8s une d\u00e9faillance de son syst\u00e8me de freinage pneumatique.<\/p>\n\n\n\n<p>Bien que nous ne puissions pas ramener nos confr\u00e8res, nous continuerons&nbsp;\u00e0&nbsp;prendre toutes les mesures n\u00e9cessaires afin de prot\u00e9ger les vies et att\u00e9nuer les risques que le transport ferroviaire fait subir&nbsp;\u00e0&nbsp;tous nos membres et&nbsp;\u00e0 l\u2019ensemble de la population.<\/p>\n\n\n\n<p>Apr\u00e8s notre examen initial de l&rsquo;enqu\u00eate de la S\u00e9curit\u00e9 des transports ferroviaires sur le d\u00e9raillement de Field Hill publi\u00e9 hier, nous sommes convaincus que le Bureau de la s\u00e9curit\u00e9 des transports&nbsp;(BST) a effectu\u00e9&nbsp;un&nbsp;\u00e9valuation&nbsp;approfondie du contexte, des circonstances et des causes de cette trag\u00e9die. Nous f\u00e9licitons le BST d&rsquo;avoir identifi\u00e9 tous les probl\u00e8mes et toutes les lacunes, mais nous pensons que les points suivants doivent \u00eatre r\u00e9it\u00e9r\u00e9s :<\/p>\n\n\n\n<p class=\"margin-left-article-custom has-text-color\" style=\"color:#1d3e66\"><em>Le Canadien Pacifique estimait que la tendance dans les rapports de danger pour la s\u00e9<\/em><em>curit<\/em><em>\u00e9 ne repr\u00e9sentait pas une \u00ab&nbsp;<\/em><em>pr<\/em><em>\u00e9occupation en mati<\/em><em>\u00e8<\/em><em>re de s\u00e9<\/em><em>curit<\/em><em>\u00e9 \u00bb au sens du R<\/em><em>\u00e8<\/em><em>glement sur le syst<\/em><em>\u00e8<\/em><em>me de gestion de la s\u00e9<\/em><em>curit<\/em><em>\u00e9 ferroviaire, et il n<\/em><em>\u2019<\/em><em>a pas pris suffisamment de mesures pour r\u00e9gler les causes sous-jacentes du freinage inefficace des trains-blocs c\u00e9<\/em><em>r<\/em><em>\u00e9aliers qui descendaient Field Hill par temp\u00e9ratures extr<\/em><em>\u00ea<\/em><em>mement froides;<\/em><em><\/em><\/p>\n\n\n\n<p class=\"margin-left-article-custom has-text-color\" style=\"color:#1d3e66\"><em>Si le SGS d<\/em><em>\u2019<\/em><em>une compagnie de chemin de fer ne se fonde pas sur une culture de s\u00e9<\/em><em>curit<\/em><em>\u00e9 positive, son efficacit\u00e9 \u00e0 cerner et&nbsp;<\/em><em>\u00e0&nbsp;<\/em><em>att<\/em><em>\u00e9nuer les dangers diminue, ce qui augmente le risque d<\/em><em>\u2019<\/em><em>accident;<\/em><em><\/em><\/p>\n\n\n\n<p class=\"margin-left-article-custom has-text-color\" style=\"color:#1d3e66\"><em>Les essais effectu\u00e9s apr<\/em><em>\u00e8<\/em><em>s l\u2019\u00e9<\/em><em>v<\/em><em>\u00e9nement permettent de d\u00e9duire que l<\/em><em>\u2019<\/em><em>efficacit\u00e9&nbsp;<\/em><em>des freins&nbsp;<\/em><em>\u00e0&nbsp;<\/em><em>air de 52 des 112 wagons du train&nbsp;<\/em><em>\u00e0 l<\/em><em>\u2019\u00e9tude \u00e9tait r\u00e9duite pendant la premi<\/em><em>\u00e8<\/em><em>re descente de Field Hill et que, par cons\u00e9quent, un serrage d<\/em><em>\u2019<\/em><em>urgence des freins s<\/em><em>\u2019<\/em><em>imposait;<\/em><em><\/em><\/p>\n\n\n\n<p class=\"margin-left-article-custom has-text-color\" style=\"color:#1d3e66\"><em>La formation et l<\/em><em>\u2019<\/em><em>exp<\/em><em>\u00e9rience du coordonnateur de trains ne l<\/em><em>\u2019<\/em><em>avaient pas pr\u00e9<\/em><em>par<\/em><em>\u00e9&nbsp;<\/em><em>ad<\/em><em>\u00e9quatement \u00e0 \u00e9valuer des circonstances anormales dans l<\/em><em>\u2019<\/em><em>environnement d<\/em><em>\u2019<\/em><em>exploitation complexe de Field Hill;<\/em><em><\/em><\/p>\n\n\n\n<p class=\"margin-left-article-custom has-text-color\" style=\"color:#1d3e66\"><em>Apr<\/em><em>\u00e8<\/em><em>s la s\u00e9ance de breffage, qui n<\/em><em>\u2019<\/em><em>a pas abord\u00e9 les facteurs critiques, comme la temp\u00e9rature ambiante, le rendement du syst<\/em><em>\u00e8<\/em><em>me de freinage et l<\/em><em>\u2019<\/em><em>importance des augmentations du d\u00e9<\/em><em>bit d<\/em><em>\u2019<\/em><em>air lors du serrage des freins, qui auraient pu pousser&nbsp;<\/em><em>\u00e0&nbsp;<\/em><em>serrer les freins&nbsp;<\/em><em>\u00e0&nbsp;<\/em><em>main, le coordonnateur de trains a d\u00e9<\/em><em>cid<\/em><em>\u00e9&nbsp;<\/em><em>que r<\/em><em>\u00e9gler les robinets de retenue \u00e9tait suffisant apr<\/em><em>\u00e8<\/em><em>s ce premier arr<\/em><em>\u00ea<\/em><em>t d<\/em><em>\u2019<\/em><em>urgence.<\/em><em><\/em><\/p>\n\n\n\n<p>Nous esp\u00e9rons que les recommandations du BST seront adopt\u00e9es afin d&rsquo;att\u00e9nuer les risques qu\u2019une telle catastrophe survienne&nbsp;\u00e0&nbsp;nouveau. Ce rapport confirme notre conviction que cette trag\u00e9die et les pertes de vie qui en ont r\u00e9sult\u00e9 \u00e9taient inutiles et \u00e9vitables.&nbsp;<\/p>\n\n\n\n<p>Nous ferons d&rsquo;autres commentaires lorsque l&rsquo;enqu\u00eate de la GRC sera&nbsp;termin\u00e9e.<\/p>\n\n\n\n<p><em>Le syndicat des Teamsters repr\u00e9sente les int\u00e9r\u00eats de 125 000 membres au Canada, dont&nbsp;16 000&nbsp;\u0153uvrent dans le secteur ferroviaire.
